Cat neck wound that won't heal?

I am desperate for answers; if anyone has had a similar situation or has any veterinarian experience, please let me know. Here is the situation. Siamese, female, about 1 and a half years old, completely healthy before this, spayed, vaccines up-to-date and currently on Revolution flea control. She won't stop scratching/licking wounds on her neck. Vet bills are getting outrageous and blankets and walls are splattered with blood from when she lies down after scratching open her neck.

She used to be the most attention needy, loving sociable cat. Now she is always hiding, for hours and hours.In weird nooks, or just lying in her litter box all day. She doesn't care to play as much and doesn't follow me around the house like she used to, excited for me to be home and play with her. She has lost a pound in the past 6 months (now at 7lbs). I have taken her to 3 different vets over the course of half a year, steroids, antibiotics, nothing is working. Vet just started her on a trial of Atopica daily doses this month, to see if this could help.
I have tried the nail covers, taping her back feet, covering her neck, buying cat socks, shirts (can't find one that doesn't rub into the wound, but its extremely difficult to keep on). The scabs always seem to heal a bit but get worse each time, she has a few wounds/scabs/hair loss on top of her neck too now. I have switched her food to Blue Buffalo anti-allergy incase it's a food allergy and bathe her w/hypoallergenic shampoo, which she enjoys because it temporarily stops the itching I suppose and at first shampooing her 3x a week helped dramatically with the wounds (I know to be gentle and not scrub off healing tissue/scabs)

Her medical history, straight from paperwork: past to present (missing 1 or 2 but same old steroids, allergy diagnosis)

July 12: Vet did fungus culture (negative for ringworm/fungus), prescribed 10 prednisolone 5mg ---seemed to get close to healing, but never did fully
Sometime after, found fleas on her, bombed the apt, sprayed, bathed her, started her on Revolution. (Havn't seen a flea on her or the apartment sense.)
Aug 31 - Scabs got worse and into ear, Vet diagnosed as allergies and yeast infection in ears and gave 12 Prednisolone, 5 mg and 15mL tresaderm
Oct 1 – Injection of Convenia and Neo Predef Powder. The vet told me to clean her neck wounds with hydrogen peroxide everyday and to put the Powder on, this is when I switched my vet clinic and doctor, hoping to find a better answer.
Oct 11 – Vet gave 14 Clavamox 62.5mg (antibiotic)
Jan 10: Vet did full med exam, skin scrape (negative), gave injection of Convenia, prescription of Prednisolone 5mg (2x a day for 5 days, 1 everyday for 5, and the rest every other day), and gave me Hexadene Flush to clean wound.
Jan 23: Vet gave another injection of Convenia
Feb 2: started daily doses of Atopica (should last about 4-6 weeks)

Has anyone had a cat who wouldn't stop scratching themselves or licking to where it wouldn't heal for this kind of time period, or have any advice. I would be more than grateful. I just want my baby to be healthy and happy again.
