What specifically is considered Child neglect?

My child has come home wearing clothes that is either too big or too small for her. She has come home with clothes that is not appropriate for the current weather. For example she has sent my daughter home in sweats during the summer in 98 degree weather and when i asked her about it she says it was cold out. She recently sent my daughter with only a sweat shirt, no socks, and sandals When i have asked my ex why she sent her in these clothes she tells me she has no other clothes. Now before you tell me that i need to buy her some clothes i want to say that i have bought and given her clothes and it never comes back. I have asked where the clothes i gave her for my child went and she claims that her mother gave them to their neighbor. Not only that she gets SSI and $1800 in tax money from her family for claiming my daughter every year so there is no reason for this. Instead she has told me she used the money to buy my daughter a nook and other toys. She has bought her one outfit for her birthday that i know of. She doesn't feed my daughter properly. She feeds her garbage like chips, candy, pizza, mc donalds, mac n cheese. I have asked her what she fed her before i arrived to pick her and and most days she has only had snacks. I have no clue what kind as she never says when i ask. She doesn't watch my daughter as i have went to pick my daughter up and she was by herself in a yard with no fence and no supervision.
Added (1). CONTINUE- My daughter has nearly drowned twice. The first time she was a year old and her mother was talking with me while bathing her. My ex had looked away for a second and my daughter slipped under the water. The second time i found out only cause my daughter acted weird while in the pool one day so i asked her mother why she was all of a sudden scared to go into the pool. She told me that my daughter had been in a spa and stepped of the spa step and went under.
Added (2). CONTINUE- i am not trying to be rude or anything. I am just concerned about my child. I do not need any rude comments. I am simply trying to get things together for the next court date i have coming up. I would appreciate any positive input. Thanks
